Professor Mushanga was born in 1930 at Kagango in West Ankole area which is now called Shema district. His father Andereya Mushanga was a great advocate of educa-tion, especially higher education. He started schooling at Rwabutura. then Kabwohe Primary School and Mbarara High School. 

He trained as a medical assistant and worked for ten years at Masaka. Mulago and Mbarara hospitals before going to Makerere where he studied sociology and political science for a BA degree. He later obtained an M.A and Ph.D. at Makerere. He also studied Criminology at the University of Wisconsin at Madison in U.S.A. He lectured at Makerere and while in exile he lectured at the University of Nairobi. 

In 1986. Professor Mushanga was appointed Uganda High Commissioner to Zambia. Zimbabwe. Botswana. Lesotho. Swaziland and Canada before he was appointed Ambassador to Italy. Germany. Austria and the Vatican.
